Making form fields optional or removing altogether

For the Affiliate program we plan on rewarding Loyalty Points instead of cash. In that case we don't see a need for Affiliates providing driver's license or tax ID. How can I make these optional fields in the sign-up form? Or better yet, remove altogether?

...yes, of course, but with the Affiliate Sign-up Config I can only add new fields, not remove or make optional. Do I have to modify the code to do this?
