I wanted to know if there is an plug-in to export your products so that the format meets the needs of google merchant? Also, I wanted to know if there is an plug-in for RSS 2.0 or Atom 1.0?

I am of the opinion most feeds need to be custom built for your website. The docs at goggle provide you with the how to for their end and you might want to contact a developer to go over your requirements of what to send, format and how to send it.

A couple I recently built. View source to see XML

Another good idea is to have a new products feed. X amount of last entered product. A few other no or low cost feeds are out there as well that will help.
