Our international customers frequently get surprised, for some reason, that customs fees get assessed upon entering their country. I don't see how I have any control over that. So, since customers may not be seeing the "fine print" on the Checkout page, I was considering also putting a link to the Shipping Policy page. Is this advisable? I'm only concerned that linking to another page from the Checkout page may cause security concerns for customers and that their virus protection programs might send up a red flag.

Generally you don't want to navigate a user away from checkout, but it seems like it might be necessary in this case. I would consider doing the link as a pop-up. All that said, if you already have messaging about this on your checkout page and they're not seeing it, then adding a link to another page with this information won't help. I would instead consider reworking your on-page messaging to be harder to miss.

Something else you could do, if you're not already, is use the 'agree to site terms' checkbox. Users must check this box before their order can be placed. Then you'd just need to make sure that your site terms page mentions duties and taxes.

That functionality has been in BVC for years. I don't recall in which version that was introduced.
