Can I create a Gift Certificate for a give-away at an event?

You would need to place an order and mark it 'paid' to generate the gift certificate.

Alternately you could create a one-time use offer that discounts by the same amount, but that's not quite the same thing.

I'm not sure how that ends up working for accounting that I would just mark something "paid" without having income to show. I guess I could show an admin discount for the total. What do you think?

I actually just tried this and it automatically set the status to paid, but no certificate number was issued. Then I manually set the status to complete. Still no certificate number issued. Shouldn't it happen instantly?

I just tested this on the demo store and it worked for me when using an admin discount for the total order amount.

If you placed the order on the frontend and then edited it via the admin by adding the discount, that doesn't seem to kick off the generation process (it's probably a workflow that isn't running). When I did my first test I placed the order in the admin and discounted it before it before I placed it.

Yes, that worked for me now that I placed the order in Admin and put in the Admin Discount before submitting the order. Thanks!
