This may be a bug in the software, so just wanted to report it.

Using latest version 2018.0.1.2031 (updated from 2017)

On a dev site to show a customer the features and power of this app, I am trying to modify home page element and change the column size layout from within the Bootstrap3-Responsive theme.

Just simply trying to change (in HTML source mode):
<hr />
<div class="row">
<div class="col-md-9">

to:
<hr />
<div class="row">
<div class="col-md-3">

and I have the "Remove wrapping div tag - only the HTML entered above will be displayed" option checked ON, but it is auto-changing to
<hr />
<div class="row">&nbsp;</div>

Found the workaround - I was using the TinyMCE editor by default (in HTML source). Changed this to use No Editor and the html is holding true

Yeah, TinyMCE likes to strip out what it believes is extraneous HTML markup...which is not helpful when you're trying to do Bootstrap layout markup!
