Wouldn't mind being able to send a email to a customer that started the checkout process and didn't complete it with a email containing a URL back to their cart instance and perhaps a discount code to complete the cart.

Cart abandonment emails are key, no doubt. That said, you really shouldn't be sending marketing emails directly since you run the risk of getting your mail server blacklisted. Using an ESP shields you from that, gives you better deliverability, and you'll get reporting data. The problem is that everybody uses a different ESP so it makes it difficult for us to provide an out-of-the-box solution.

Is BV partnered with any other company that manages abandoned carts?

On the low-end we like MailChimp. It's a nice ESP that has the ability to send transactional emails via their Mandrill service. On the higher end Listrak is a full-featured ESP with a focus on ecommerce.

Any chance when you can integrate a module that will handle abandoned carts? I see this feature in some other small-scale ecommerce sites and hopefully this will be integrated in bvcommerce as well.

Yes, we've included basic shopping cart abandonment functionality in BV Commerce 2015. You can see it on the feature highlights here:
