I'm trying to creating a UPS Ground shipping rule to allow qty of 1 or 2 of item 5201-LGV to fit in 5"H x 24"W x 30"L box, where the items size is 2"H x 22"W x 29"L. If qty of 3 is ordered, the rule should put qty of 2 in this size box and the remaining qty of 1 in a separate box of the same size.

The test results with this rule for a local address (see attached) is that qty of 1 or 2 calculates correctly (about $14 for qty 1 or about $19 for qty 2), but qty 3 calculates about $145! My theory is that qty 3 does not meet the rule criteria of qty < or = 2, so it sends it to the UPS Ground - wrapper method where is calculates the package as 5"H x 24"W x 87"L.

How can I set up the rules so that it breaks up the packages properly?

Also, if my theory is correct, why would BV calculate the package size by adding the longest dimension instead of the smallest dimension? BTW, I'm using Extended Boxing Dimensions Calculator. If I switch to Extended Dimensions Calculator, it calculates correctly at about $25, but this Calculator causes other methods to not work properly and so I don't want to switch to it.

Try changing your SKU rule from "is equal to" to "contains".
